Maryland utilities are participating in EmPOWER Maryland, which reduces energy consumption and encourages residential households to adopt energy-efficiency initiatives. What does this mean for customers of BGE, Pepco, and Delmarva Power? You may qualify for a short walkthrough and installation of basic energy-saving products by our certified technicians.
A QHEC is a no additional cost, fast, and easy way to increase the energy efficiency of your home and will help you start saving immediately. When you schedule a QHEC, one of our energy efficiency professionals will come to your home and check the condition of its insulation, heating
The QHEC program is 100% subsidized by the EmPower Maryland Program. It is available to qualified utility customers at no additional cost.
With your permission, the technician may install various energy-saving products at no additional charge customized to your home’s energy-efficiency needs, including:
- LED bulbs: Use up to 75% less energy than traditional light bulbs
- Faucet Aerators: Reduce water consumption in your kitchen and bathroom as much as 50%
- Efficient Flow Showerheads: Fixed mount and handheld models available to reduce shower water usage by over 25%
- ShowerStart™ Showerhead Adaptor: Reduce hot water waste
- Smart Strips: Reduce idle current when electronics are not in use
- Water Heater Pipe Insulation
The QHEC provides you with an education on your home’s energy consumption and helps make your home more comfortable and energy efficient. The energy-saving products installed during a QHEC can save you at least $60 a year!

Switch out incandescent light bulbs for LED to save an average of 6% energy use and up to $130 annually.

Reduces water consumption and energy by requiring less hot water to be generated.

Stop idle appliances from wasting energy. With a smart power strip, many devices can be consolidated
Insulating your hot water pipes reduces heat loss and can raise water temperature 2°F–4°F more than uninsulated pipes. You won’t have to wait as long for hot water when you turn on a faucet or showerhead, which helps conserve water.

How should I prepare for my QHEC?
During the walk-through, your energy professional will need to access your heating and cooling systems and attic. To keep the Q in QHEC, please clear the areas in front and around your boiler, hot water heater, washer/dryers, and attic. Also, if you have a large entertainment system, we advise pulling it away from the wall, so our team member can install a smart power strip for your devices.
Why do all of the energy saving measures need to be installed during the QHEC?
For homeowners to receive the energy-saving measures, all products must replace an existing, in-use device to positively impact your savings. Additionally, our team wants to ensure that all products received are in optimal working condition.
Is there really no cost? If so, who pays for the program?
Yes. The home check-up and energy efficiency installs come to you at no additional cost. Customers of BGE, Pepco, and Delmarva Power pay a small monthly surcharge which funds 100% of the QHEC program. To help offset the cost of the surcharge, it’s recommended to participate in this program.
